**Congenital encephalopathy** (ancient Greek εγγλεια “brain” + παθος “suffering; disease”) is a group of diseases or damage to the brain in newborns, which are based on various disorders of its structure and function at the pre-speech stage ( stage of babbling).
**Epidemiology**. Congenital cerebral anomalies (CCA) are detected on average in 2–4 newborns per 1 thousand during perinatal screening examinations. The rate of seeking medical help with suspected SCA can be up to 16–25 or more cases per 1 thousand children under 2 years of age in some regions. At the same time, the appeal of children with pathology of the central nervous system (CNS) is only 30% of the total number of children in need of specialized care.
