Congestive hypertension is increased blood pressure caused by prolonged, unproductive work of the heart and peripheral vessels. In this case, there is no significant increase in the volume of circulating blood - only a temporary increase in peripheral resistance is noted. Stagnant changes in the vessels are predominantly local in nature and are associated with their inferiority. Cerebral ischemia occurs when cerebral circulation is impaired due to insufficiency in the intra-arterial or venous part of the circulatory system, or directly in the brain.
