Introduction

*Order of public charity and feeding (Middle Latin tibia leprosorum, from lat. lepus - fox) - procurement of meat and other products for leprosy patients in medieval German cities, which was part of the system of measures against the spread of this disease*

In the 14th–15th centuries, the city (mostly Italian) seemed to grab onto tibia and looked at it from the point of view of restoring normal metabolism, moreover, as the main economic unit of medieval society. With the emergence of urban communes in Western Europe - the earlier the feudal fragmentation became, the earlier, by itself, the development of capitalist elements began - their main concern was no longer “useless” lands in the distance or income from ducal favors, but increasingly prosperous cities . They had a new impact on communal relations - through them the Catholic Church became increasingly difficult to control.

It was in this regard that a special state body was established for lepers - the “order of public charity” (præcuria multorum), headed by the city mayor (magistratus), whose activities extended only to the territory of the city, which did not yet directly have state power. The result of his activities was an easier financial situation in the city, partly an influx of tax revenues into city treasuries. Thus, a kind of vacuum began in the city government system, which was filled with private financing...

The order of public charity has significant historical value, since it created the preconditions for the further evolution of city government.
