During the reign of Alexander III in St. Petersburg, physician Pyotr Grigorievich Gorodovoy worked on the staff of the Ministry of Internal Affairs. He was born in Kharkov on May 25, 1845. For his success in medicine, in 1978 he received the degree of Doctor of Medicine from the St. Petersburg Medical-Surgical Academy.
