Forensic medical examination is an independent type of examination and is appointed by bodies that include forensic institutions, forensic medical examination services, a prosecutor, an investigator, a court before the examination begins in cases where issues of resolution require special medical knowledge (Article 95 of the Code of Civil Procedure of the Russian Federation ).

An examination is a study by a specialist of a specific legal matter in order to give an opinion on behalf of the expert commission. The appointment of an examination must be formalized by a court ruling or an investigator’s resolution on the examination. The judge or investigator receives testimony from relevant specialists. The expert, announcing his conclusion, explains what knowledge he used for this. An expert's opinion takes on particular importance in criminal proceedings, where, according to the law, it serves as one of the sources of evidence. A forensic medical examination (conclusion) is carried out after the death of a person and before performing a pathological autopsy.

The forensic expert gives an opinion only as such; those elements of the conclusion that must be based on medical knowledge have no meaning as scientific generalizations or specific conclusions regarding the state of health of the person examined.
