Zemstvo medicine is a system of medical care that was created in the Russian Empire in the 60s of the 19th century and was actively used until the 1917 revolution. The emergence of this system was associated with the rapid development of society and the growing needs of the population for medical care.
The first attempts to create a state medical service were made in 1864, when Alexander II approved the “Regulations on medical institutions in Russia.” According to this document, medical institutions were to be created on a territorial basis, that is, each city or town had to have its own hospital, clinic and other medical institutions available to the population.
However, this system was unable to provide a sufficient number of medical services to the population, so in 1
